About the Code of Practice

The Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 has been developed to support the wellbeing of tertiary domestic and international learners enrolled with New Zealand education providers.
The code sets out the requirements that tertiary education providers must meet for the wellbeing and safety of their learners.

What is the Code?

The Code sets out the roles and responsibilities of tertiary education providers in promoting and supporting student wellbeing, development, and educational achievement. Under the Code, all tertiary providers should be helping students to be:
  • safe, physically, and mentally
  • respected and accepted for who you are.
  • supported in your learning and wellbeing.
  • connected with your social and cultural networks.
  • able to have your say in decisions about services.

The Code has twelve outcomes, and it is TR Driver Trainings responsibility to ensure that we comply with the codes requirements.

  • Outcomes 1 and 2 focus on education providers taking a whole of organisation approach to learner wellbeing and safety, and that learner voice is embedded into the Organisation.
  • Outcomes 3 and 4 focus on wellbeing and safety practices for all tertiary providers and relate to physical and digital learning environments.
  • Outcomes 5 to 7 focus on student accommodation to ensure that it is safe and creates inclusive communities.
  • Outcomes 8 to 12 focus on international learners and have the same requirements as the previous international Code for tertiary learners. This ensures international learners have access to the right information and support before and during their study.

TR Driver Training Responsibilities

TR Driver Training does not enrol international students or provide student accommodation, so we only focus on outcomes 1 to 4.  It is our responsibility to conduct annual self-reviews to ensure we comply with the code.

Strategic Goals and Plans for Supporting the Wellbeing and Safety of Learners



We aim to offer the highest quality training, learning and support to our students, team, and customers.


Our strategic goals and plans to support our students and learners (following a self-review as detailed in The Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021) are -


1. Our learners are Safe and well and enjoy a supportive caring environment while they are with us.


2. Quality – Our vision is to provide excellent training and support to all our students and for them to enjoy industry leading courses while we are working together.


3. Te Tiriti o Waitangi (the Treaty of Waitangi) Our goal is for all learners Māori, Pasifika, and non-Māori to feel safe, valued, heard, and equipped to reach their learning goals.


4. Complaints – we take complaints seriously. All complaints are investigated within 48 hours, responded to with appropriate actions taken.


5. Review - The strategic plans and goals will be reviewed regularly and updated in consultation with our learners, trainers, and other stakeholders to ensure we continue to deliver quality training and learner outcomes.
